Angel Kanchev University of RousseFrom $1Table of contentsРусенски университет Ангел КънчевThe University of Ruse (www.uni-ruse.bg), is situated in a city with a nineteen-century history, a place, where alongside the rich architectural, industrial and cultural heritage there also live the enterprising national spirit and the deeply rooted European influences. The university is the successor of the first national higher technical school outside the capital of Bulgaria, established in 1945. As a result of its long traditions and the support of the European Union through the TEMPUS programme, all technical courses have been updated and diversified. Also, a wide spectrum of new courses has been introduced in the fields of technology, the humanities, management and economics. The distance learning centre (cdo.uni-ruse.bg) was established in 2005 and facilitates the studies of distance learning students. Department of computing at the University of Rousse was founded 32 years ago.
Experience in national co-operation
The department initiated and coordinates a national programmefor establishing a virtual educational area in Bulgaria, which unites than 40 universities and institutes. It alsocoordinates a national network of virtual libraries.Duringthisprojectthe „eLearningShell” platform, developed at the department, will be installed in all partner universities.
Experience in international co-operation
The department has initiated and coordinated projects under EU programmes, such as TEMPUS, SOCRATES, LEONARDO, etc. The department coordinated two thematic networks – TN ECET and ETN DEC. Under the TN ECET a Virtual European Department in Computing was established. 69 universities and companies from 30 countries took part in the ETNDEC. Under these two projects an international eLearning conference was initiated.
The Leonardo LINGUANET project is the first Bulgarian project in the area of mobile learning.
In 2006 the University of Ruse received a Label "PARTNER IN EUROPE" for its successful work on establishing European TN.
In all projects, quoted above, Ruse University has taken active part in developing evaluation criteria, has been part of the Evaluation Board and has been responsible for evaluation and quality assurance issues. It has gained expertise in the successful coordination of WP for evaluation and quality assurance.
Specific tasks:
1. Study existing methodologies (Tuning project for ECTS, results of ECVET pilot projects, etc.).
2. Design a methodology for qualification description that enables to shift from a workload approach (ECTS) to a learning outcomes approach (ECVET).
3. Define criteria for the allocation of credit points within the qualification (allocation of ECTS and ECVET points to each learning unit).
4. Specify evaluation and validation procedures for each learning unit – these procedures should be differentiated but articulated between both credit systems (e.g. the same learning unit could be evaluated through a written exam for ECTS and in-context for ECVET).
5. Coordinator of WP4 - Project Evaluation and Quality Assurance
6. Exploitation plan, project evaluation, dissemination and valorisation activities.
